Born October 18, 1947 in Jellico, Tennessee, Elmer was the son of the late Charles W. and Plinia (Lamb) Schubert. He moved to Indiana as a child and made the Hoosier State his lifelong home. Elmer graduated from Northwest High School and furthered his education at University of Indianapolis.

Elmer dedicated many years to law enforcement, serving his community with integrity and courage. He retired in 1980 as a patrolman with the Indianapolis Metropolitan Police Department. He also served with the United States Marshals Service, further exemplifying his lifelong commitment to justice and public service.
Elmer embraced the outdoors and the simple joys of life. He found great pleasure in riding motorcycles, fishing, boating, mowing his lawn, cultivating a vegetable garden and looking after his apple and pear orchard. A devoted sports enthusiast, he was an enthusiastic supporter of Indiana University athletics and enjoyed watching all sports on television.
